Weatherization Assistance Program (WAP) for Seniors

The federally funded Weatherization Assistance Program (WAP) is primarily an energy-efficiency program, but it often pays for attic insulation, air sealing, and ventilation work that’s done in conjunction with roof repairs. In some cases, WAP funding can address roof deficiencies that are directly causing energy loss, such as gaps or damage around the roofline.

Eligibility is based on household income, typically at or below 200% of the federal poverty level, though exact limits vary by state. Households with a member who is 60 or older, has a disability, or includes young children are usually given priority for available funding.

WAP crews typically assess attic insulation levels, air leaks, and ventilation as part of a full home energy audit. If the roof itself is contributing to energy loss — for example, through poor ventilation or damaged flashing — that work may be included, though full roof replacement is usually outside WAP’s scope.

WAP is administered locally, usually through a Community Action Agency. Search for your state’s WAP administrator or ask your Area Agency on Aging for a referral. You’ll complete an application, provide income documentation, and schedule a home energy audit if you’re approved.

Because WAP funding is allocated annually and demand is high, wait times of several months are common. Utility companies also frequently offer their own weatherization rebates that can be used alongside WAP funding to close any remaining gap.
